Compensating Victims Based on Civil Settlements
On 4 March 2012, an initiative for civil settlements was ratified
by the Council of Ministers, whereby afflicted parties can settle
their claims in a consensual manner outside courts. This does not
affect the rights of those who do not accept a settlement or those
who wish to resort to the civil court, nor does it remove any criminal
liability. The Council also clarified the mechanisms of this settlement,
which includes the establishment of a committee in the Ministry
of Justice for receiving applications, as proposed by the Minister
of Justice and Islamic Affairs and Endowments.
